Brazil licensed fixed-odds betting and online games at federal level from January 2025, through the Secretariat of Prizes and Bets (SPA) of the Ministry of Finance. Provisional Measure 1.394, published on 25 September 2026, prohibits that activity nationwide, online and offline, including offers from operators based abroad. Betting sites had to go offline from 6 October 2026, and the measure sets 25 October 2026 as the day every federal and state authorisation ends.
As of 21 October 2026, Congress still has to vote on the measure, and two challenges are pending at the Supreme Court. This page lists the companies the SPA licensed until then, as its register published them. It records who held a Brazilian authorisation; it does not describe what any company does today.
